Imagine someone who does the same sort of provocation he does, except against conservatives.

Michael Moore (or maybe Bill Maher) fills this void, to some extent.  

Have they ever engaged in a targeted harassment campaign against prominent conservatives?

Actually Seth MacFarlane would be the perfect one for this if he was more political overall.

Come to think of it after checking out her Twitter Rebecca Schoenkopf kind of fits the bill in some ways. I guess Dan Savage does too. The difference though as noted above is, they simply don't rehash the same routine over and over again.
