Assuming you want rings with a center, like Saturn's rings, or the rings of Dante's Inferno, you would have districts that in some places would need to be less than a precinct wide for hundreds of miles. And it would be interesting where the best place to make the center CD would be. I nominate my house in the Silverlake district of Los Angeles.
