I'd also add that individual members of Congress are seen as expendable in a way that the presidency is not.  Not just by party elites, but by at least a certain segment of the electorate.  At least some voters can throw a candidate for a Senate seat under the bus in a way that they never could for a presidential candidate.

Plus the allegations against Moore are both very close to irrefutable and magnitudes worse than Access Hollywood. What Trump did was disgusting and had even more disgusting implications, but Moore is an actual, proven kiddy-fiddler.
