I don't think it is necessarily over for Rossi yet.  His lead is up to 88 votes from 42 when the hand recount started. 

If the 571 newly uncovered votes in King County break the same as the 58 to 40 to 2% margin that the rest of the county has, Gregoire will pick up 104 votes.  (This might be a terrible assumption, as for all I know, Gregoire may have won all 571 of those votes.)  So, if Rossi can pick up 17 more votes in the other 14 counties yet to report, he could eek out a victory.

Since King County counted the undervotes in the first recount, perhaps one could assume that their existing totals won't change much, except for the newly found ballots.
