I'm a little confused about the process. Do the order of the states remain the same, or do they change every year? And how is the order chosen if it is?

The states choose when they go. I believe Iowa and NH have laws on the books saying they are the first caucus and primary, respectively. So some of these dates get pushed up each year as other states make moves to earlier dates to have more of an impact. I think Richardson is pushing for NM to be earlier next time. Calif and NY have moved up in the last decade after the Southern states put together Super Tuesday.
Soon we'll be voting in the year before the election...
