So generally you oppose democracy then right?  Those that don't normally vote in the actual election may not think their vote matters but those that do likely place a high value on their vote and feel like their vote matters.  So therefore, the majority of people who think they matter probably do matter at least a little since they are the ones who actually vote in the elections.
