I fully expected Romney to do well in suburban Philadelphia. Bucks (and Chester, where Obama also lost a lot of ground from 2008) is very wealthy. Montgomery County also had a big R swing. Delaware County actually swung Democratic; this is because though the western half of the county is like Chester (mix of wealthy suburbs/wealthy rural areas), the eastern half is basically becoming part of Philadelphia.

One of the whitest metro counties in the country. Less than 4% black. How does that happen?

Most blacks that move to the suburbs go to Delaware (to a lesser extent Montgomery). Bucks County was the site of the second Levittown, and so was an early haven of white flight.
