I don't quite know how to argue in favor of this - either you like it or you don't. The little blurb Lewis posted summarizes my feelings on the matter. I don't think the federal government has the right to tell regional governments what structure they should have. That's up to the regions.

Letting the regions effectively do whatever they want might also help make regional governments more exciting - something which is consistently a problem.
