Sullivan County, PA is the only one I could think of. World's End State Park is literally the only reason someone not from the area would go there as there's no highway passing through or any shortcuts.

Anyone here for Essex, NY or Addison, VT?  I think Addison, VT is much less likely given the lack of VT and upstate NY posters and small size

I've driven through Addison, VT.

And I've been to Bradford, PA.

I looked on a map, and you might if you were taking highway 220 from Central PA to Sayre or Elmira, NY. Or any of the major cities in upstate NY.

US-220 to Sayre is the only reason I'd drive the road from Central PA. Syracuse is better reached using I-80 to I-81 and Rochester is better reached by I-80 to I-180 to US-15 to I-86 to I-390. Binghamton is similarly better reached using I-80 to I-81. Elmira is also quicker reached using the I-180 to US-15 route.
