I would like to explore the possibility of opening up a session on the budget to address spending and taxes. Inks has pointed out to me in the past the difficulty of adjusting taxes and spending levels outside the context of a budget.

Perhaps a Special Budget or something of the sort? It would provide the framework for the goals of tax reform and spending reduction. I'll be happy to work with the Assembly on getting this done.

I'll reintroduce foster care reform tomorrow morning with revisions to address the wording issues you pointed out. I'd like to get foster care reform through relatively quickly, since the opposition was mostly grounded in the wording and in the lack of a GM estimate, which isn't happening anymore. We can get it through and then bring up the budget to address taxes and spending.

We need to make a change. What would you all say to expanding the number of people who can bring legislation for consideration?

We obviously aren't dealing with clogging issues. I say we change the rules to just allow legislators to start a thread for their bill. The speaker can control voting within those threads but Assemblyman do not have to wait on the speaker to get their bill considered.

No, no, no. I'm not blaming you or anyone. I just think it'll gin up more activity if we let people directly post bills to the floor. I think that will add some much-needed activity to the region. This isn't about you, Inks. It's not about anyone in particular. It's about the region.

I'd love to have some input on this. It's budget positive, as far as we can know. It will cause an economic boom, an explosion of job growth and company formation, and makes life easier on everyone. The budget reduces the size of government 27.3% while simultaneously paying off more of our debt and lowering taxes.

The lawsuit business has prevented the seating of one Assemblyman. We have 2 seated. I'd like to see us move forward with business. So, I would like to press the Assembly to elect a Speaker.
