LBJ since his tenure had the Great Society and he always kept Congress in line.
Truman had the Korean quagmire, Johnson had the 'Nam quagmire so it's not like that changes. Although the Marshall Doctrine helps Truman out a little bit, whereas I can't think of a single foreign policy LBJ didn't blunder on.
But ultimately it's the Civil Rights and Voting Rights Acts that put LBJ up.
But no doubt Truman was less bankrupt and more genuine as a person.
