Constitutional monarchy would probably have been a better model for Afghanistan to adopt back in 2002 than the Karzai regime...when was the last time a new monarchy was established (or an abolished monarchy reestablished) somewhere?

The short lived Central African Empire would be the last attempt I think.

That is correct, and before that Spain. Besides Bokassa I think the last proclaimed monarchy must have been... Albania under Zog?

Don't forget Sealand under Prince Roy, though that is extremely debatable.

It likely is the case that the "solution" is to split up, but the problem is that the more populous half doesn't have as much of the oil resources.  So a split is only likely to happen when the oil is gone and there is not a disparate economic impact from a split, yet when that happens much of the tension that makes a split desirable will be gone as well.
