I've read that Ohio still has to count 40,000 absentee ballots.  This is on top of the provisional ballots that are being verified.  Is this true?  I thought absentee ballots were included in the vote counting on election day.  I doubt this is true, but there may be some overseas military ballots left to count.

Any absentee ballots received by election day are counted.  If the Ohio deadline is that the absentee ballot has to only be postmarked on election day, then absentee ballots will be received and must be counted in the official talley once they are received.  I believe Ohio's deadline is December 1st for all precincts to count their ballots.  I don't know about the 40K figure, but if valid ballots have been received, they will be counted.
