The decision to put someone on Mod Review is Dave's and no one elses - Mods can petition (and collect evidence to back up their case) for someone to be banned or placed on Mod Review, but don't actually have the power to do it themselves. Other than petitioning (which is sometimes ignored, actually) the only influence the Mods have over the process is approving (or not) messages posted by people on review. The only way that Mods can tell if someone is on Mod Review is if posts by someone on review need to be approved. The idea that the Mods, as a collective unit, have a massive amount of power is totally untrue.
