Mixed. Unproductive and poor on domestic policy, but very strong on foreign policy. It looks good in retrospect compared the Republican congresses since 2011 and Harry Truman, who slammed it as Do-Nothing-congress, would roll in his grave if he saw what happend under Obama. But obviously the 80th congress helped Truman to win reelection.
