Also, the stores that own the carts need to file charges against him for destroying their property.

The only ones he destroyed were those he could not determine who owned them.  Those he could determine an owner for, he returned to the store.  Doesn't excuse his idiocy, but really, the stores have nothing to say here, except perhaps a concern that his actions will cause the homeless to pilfer more carts to replace the ones he's disabled.
