I won't bring up the fact that President Washington recessed-appointed a Supreme Court justice, as some Forum historian has done so already. In comparison, Bush's recess appointment of a UN ambassador is just trifling.

But this talk of impairment is just nonsense. For ex.: Condi Rice was supposed to be "damaged goods" when she was nominated Sec. of State, but just months later, foreign leaders are royally pissed when she *doesn't* show up for a meet-and-greet.

Bolton will be weak because a representative sent to an international institution to destroy that institution, and to offend and harm the members of that institution, will naturally be resisted, waited out, and ignored.
