I think the idea that they were testing a submarine launched missile is the big takeaway. In theory if they fully developed SLBM technology they could retain a "Second Strike" capability in the case of a nuclear conflict.

The thing is they intended for the test to be a success, but even though it failed the idea is they are still working for SLBM capability, which could be an even bigger game-changer than ICBMs.
