I think it's a pretty damn stupid ad, but I don't see why they shouldn't be able to run it if they want to.

SH*T!! That stank!! Comparing a library to Mao? Hey, even the CCP admits that Mao made some serious screw-ups!!

I don't think that they're comparing themselves to Mao; they're just saying "Mao used to be a librarian, and that's kind of interesting".

That does not, however, make it any less stupid of an ad.

Maybe the city art museum can run a "famous artists" ad campaign featuring Hitler.

Hitler was actually a very good artist, oddly enough.
