with the amount of self-praise and congratulation that most people in congress exhibit, I would say that no one who masturbates only once a month could hack it in there

Most republican voters wouldn't be offended by their ideas so they could easily win a primary and if the district is red enough, they could win the general. So hypothetically, yes.
