Section One - What is a Wetland?

  • Wetlands shall be considered any area of undeveloped land greater then five acres which is either partially submerged or submerged under water for greater then six months of the year.
  • Wetlands shall be considered any area in which development has not already occured and/or development has not already begun.
Section Two - Protections

  • All undeveloped wetlands shall henceforth be protected under federal law and be enforced by the regional governors under their discretion.
  • Wetlands shall not be drained, rechanneled or otherwise damaged once declared as a declared protection zone.
  • ATVs and Airboats shall not be restricted from recreational usage of these waterways but their usage (ie speeds) shall be determined by the regional governors.
  • Wetlands will be protected from use as sewage dumps, drainoff points or other such non-natural usages.
Section Three - Penalties

  • Violators shall face a ladder penalty of 500$ for the first offence, 1000$ for the second offence and 10,000$ for the third offence.
  • Habitual violaters shall face the above mentioned fines plus up to 3 years imprisonment to be determined by the court.
  • [/i]

I feel it is very important that Atlasia protect its wetlands (ie Everglades and the Lousiana Bayous) for the future of our nation and to protect habitable areas from erosion and other such damage.

I support this legislation as well.  Good stuff.

I do think the penalties should be a little more stiff though.

I agree.  The first offense should be around $2500. the second $5000 and probation, and the third $10000 and time in prison.

You may create and amendment and strike that part of the section if you'd like. I have no arguments.

Do you realize just how much land in Atlasia are wetlands?  Extending federal protection to any wetland over five acres (which isn't really much land) seems a little over zealous to me.  And besides, as a states rights issue I don't see why the federal government should be declaring potential vast portions of land untouchable without regional consent.

I oppose this in its current form.

My principle objection to this bill is that it totally ignores the current system for classifying wetlands, Classification of Wetlands and Deepwater Habitats of the United States, in favor of a classification that I think would render a considerable portion of what are now considered to be wetlands to be not wetlands as far as the law is concerned.  If that's not your goal States, you may wish to rethink this bill.
