does anyone see a future Harlem-to-Mount-Vernon district to keep a majority black seat? It would probably send Engel packing.

I don't think Rangel's current district is majority black.

Isn't it heavily Dominican/Puerto Rican?

I think so -that was the reason why his last primary was so challenging for him, helping to convince him to retire after his coming term.
