Correct me if I'm wrong, but Santander hasn't publicly declared a LOA and has not voted on the final passage of S1 through S4.

the Amendment was voted down, failing 4 to 1. He's still a delegate.
EDIT: It's possible he's been inactive enough to lose his job regardless.

IIRC the amendment would have changed the requirement from missing 4 votes to missing 2 votes. The 4 vote requirement is still in the Constitution, I think. Santander has missed S1, S2, S3, and S4.
