I think it really depends on how Hogan runs his campaign.

If he campaigns on being anti-Trump and promises to not vote for McConnel for leader, and takes some other liberal positions on key issues, it's definitely possible.

However, it's usually pretty hard to effectively brand as a "moderate" for federal office these days and I could very easily see him doing something that allows Dems to tie him enough to Trump/federal Rs to lose the County.
