Any spending should somewhat "stimulate" the economy. Obviously this will lead to higher inflation, deficits or higher taxes.
Military spending is pretty much the worst form of it.

Paying someone to build a road or a railway track has the economic benefits of paying their wages and giving them jobs. However what it also does increase ease of transportation which is another economic benefit.

Paying someone to be in the infantry has no direct economic benefit beyond the wages paid. This isn't to call soldiers lazy or undeserving but at the same time its pretty clear they act more of an insurance policy than anything else.
