I've taken a handful of presidents who were either important or made some important reforms, yet are either looked at unfavorably or ignored. I thought about putting Wilson, but he's overrated by historians and underrated by the Internet, so it balances out. Cleveland was on the shortlist, but he actually is ranked okay on most presidental rankings. Harding is somewhat underrated IMO (he did pardon Debs), but still sucked.
