I'm inclined to believe that the first scenario would hurt them the most because it would galvanize the Democratic base for the midterms.  On the other hand, the third scenario might depress turnout from the segment of Trump voters that support him contingent on his promise to repeal and replace the bill (but I don't know how large that bloc is).

I think option 3 could possibly spin if their favor.  If they try to promote Paul Ryan's BS plan, only to let the Democrats block it, they could place the blame on the Democrats for obstructing the replacement.
I still think this is the strategy they ultimately go with.  Whether or not the American people fall for it remains to be seen, but if they can fall for Trump's con job, they can fall for anything
