As noted in the article, Memphis alone bumps the TN numbers high. Though I wouldn't have guessed Nashville as being in the top 20 most violent crime prone cities.

Does Memphis even constitute that large a proportion of the population of TN to effect crime rates that significantly?

A combination of Memphis having a reasonable share of the state population (compared at least to most states' major city's share of the overall state population) and having a crime rate that's just THAT bad.
