I was aware that there were Klingons in the Solar System, but I wasn't aware that they had reached Earth.  I was under the impression that there stuck around Uranus.  In a more serious vein, an analogy with Romulans instead of Klingons would have fit this administration better given their tendencies to cloak their activities from view and their intricate political machinations.
