I'd like to add an amendment between Sections 3 and 4:

Section 4: Children, from the point of conception, shall not have their right to life infringed upon.

That's against senate procedure.
It's a different subject from that of the bill's.

Not exactly; if you consider that the bill is called the "Children's Rights" Amendment, it fits in (although one might debate if a two-day old embryo is a "child").

A 2 day old fetus is younger than 16, is it not?
