I'd like to add an amendment between Sections 3 and 4:

Section 4: Children, from the point of conception, shall not have their right to life infringed upon.

That's against senate procedure.
It's a different subject from that of the bill's.

Not exactly; if you consider that the bill is called the "Children's Rights" Amendment, it fits in (although one might debate if a two-day old embryo is a "child").

A 2 day old fetus is younger than 16, is it not?

Yes, but it also has no evidence of consciousness (nor any brain to speak of), nor any heartbeat (nor any heart to speak of), nor any evidence of breathing (nor any lungs to speak of).  If this were the case of a child to whom a mother had already given birth, it would be pronounced dead, and presumably, one would not attempt to assert that it had a right to life anymore at this point.

Actually, would it be pronounced dead? It isn't a really a human (yet), so...

I said, "If this were the case of a child to whom a mother had already given birth..."

Nay.  It's an utterly silly alteration whose only purpose is to make this amendment not get its due consideration.

Nay ("from the point of conception" is too far from me; I wouldn't be opposed to it covering late term pregnancy for example...)

It's now 5 Aye, 4 Nay (I think. Hugh posted his vote twice).

I thought it would be 5-5 now but I could be wrong.
