CBP is very concerned with human trafficking. They're reluctant to let children cross the border with an adult who isn't a parent.      Obviously something needs to be done to reassure parents won't be deported when they come to pick up their children, but I don't see any evidence that was a real threat of happening here.

So I've scoured rules & regulations on children flying before (as I had to do so multiple times before I turned 18), & it appears to me (somebody please correct me if I'm wrong, though) that this was indeed a mistake on the CBP's part, as those kids were perfectly fine to fly alone & didn't require an actual parent/guardian to pick them up; their lawyer should've been able to pick them up, as they should've been free to go with any adult authorized to do so.
