You can make a case for a few of these people and, as John Dule said, perhaps some lower-level offenders who would have possibly been worse if given Hitler's level of power.
But at the end of the day it's just pointless arguing. Evil is evil. And Hitler certainly deserves his reputation as the epitome of evil.

Could someone like Fisch have done more damage than Hitler given the opportunity? Possibly. But he
didn't, so we've got to go with evil that has actually occurred, rather than potential evil.
