I think the people with a real claim to the title of “worse than Hitler” are serial killers like Albert Fish. These people inflict just as much gruesome pain on individuals as dictators do, and they can’t even justify it as “for the greater good.” They just enjoy causing suffering. That, to me, is worse than Hitler.
