I would like to propose an amendment to this bill:

Section 4 Clause 3 is struck and Section 4 Clause 1 is hereby struck and replaced with:

Senatorial Vote

The Senate shall vote to break the tie under quorum rules, with the Vice President casting a deciding vote as necessary.
