If those are the choices, I'd really rather he not study abroad. But voted Hungary, because the comparison is ridiculous.

Really? There are actually Muslims studying in NK + the Iranian embassy hosts a Shia mosque, and Islamophobia is likely nonexistent with the tiny Muslim population.

I made my choice of NK assuming normal parental love - if only for a year it should be an interesting experience and Hungary has plenty of hardcore Jobbik-attached hooligans + a general high level of Islamophobia.

The problem with NK is that it may be safe enough for foreigners, if you're able to keep your mouth shut, and a year is a long time to shut up to the degree it's necessary in NK.

Hungary on the other hand can be unpleasant but you really don't hear about murders of foreign students
