If Biden's actually not on the ballot, it helps Moreno a lot. Far more disturbing is the precedent this sets.

It won't because Biden voters won't be deterred by this. At least 45% of the state would be willing to write in Biden if he is not restored to the ballot and that could be accomplished with even a light effort.
