How hard does an anti-police state organization like the Oath Keepers have to try before people recognize that they're anti-police state (and not anti-black or whatever)?

"anti police state organization " is hardly an apt term. "extremist" does.

But the scads of black oath keepers are probably kept under wraps by organizers i'm sure.

Well let's imagine that Oath Keepers are the kind of group as sparkey claim they are. Why would Black people join anyway? It's still a bunch of crazy armed White people, they could be the nicest, most tolerant and most well meaning people in the world, and it wouldn't change that, and nobody like the words armed and crazy in the same sentence, when they also belong to another racial group, I think it's not the best fundament to recruit Black or other minorities from.
