As with Voter ID, this sounds like a solution in search of a problem. Has there been an issue of late with people finding out one day that they were married without their knowledge to someone who nabbed a photocopy of their birth certificate? As for Donna Campbell's rationale, why is she so interested in making the overpaid government bureaucrats more "comfortable" when they issue marriage licenses? They work for us, dammit!
