ISIS orders female genital mutilation in Iraq

ick, I hate reading about this topic.  In Egypt it's between 78%-97% depending on how one defines things.  This is despite it being flat illegal since 2007 and mostly illegal since the 90s.

Forgive my ignorance, but how can something like this be 'mostly' illegal? Enforcement issues or something else?

Possibly it was originally made illegal for Muslims in Egypt, but I believe the Copts too generally practice it there.

Not a big surprise, the practice are not native to Iraq, so it would seem weird if they had adopted it.

Actually, it is native to Iraq, but primarily among the Kurdish population rather than the Sunni Arab population.  Also it thankfully has historically been the least severe forms of FGM that the Kurds have had.
