Also the Asst. SecState for Africa and a number of academics recommended against designating BH as a terrorist org at the time as it would have actually helped them with recruitment by showing they hit the "big time" and also it would have precluded people with negotiating with them. There were also some who argued for it. And there is also the issue of what real difference it would have made. In other words it is one of those things that is much more complicated than "Hillary refused to call them terrorists so she is a failure/soft on terrorism/etc" But hey, complex, nuance and grey areas are not what FOX news does.
