Some examples I remember:

Catherine the Great, empress of Russia (1762-1796), was Prussian
Pedro I, the first emperor of Brazil (1822-1831), was Portuguese
Adolf Hitler, the German chancellor (1933-1945), was Austrian
Éamon de Valera, Irish prime minister and president many times, was American
Arnold Schwarzenegger, governor of California (2003-2011), is Austrian

Giscard d'Estaing, president of France (1974-1981), was just born in Germany
King Juan Carlos of Spain was just born in Italy

Golda Meir, Prime Minister of Israel 1969-1974, born in Kiev, which was then part of the Russian Empire

Many of them german ("Germany's best ExPort-hit").

Horst Köhler (German federal president, 2004-2010) was born in 1943 in Skierbieszów which at the time was part of the "Generalgouvernement", but belonged to Poland before and after WWII. His parents were Romanian citizens of German ethnicity.

Philipp Rösler (former FDP chairman and vice chancellor/economics minister) was born in 1973 in South Vietnam and was then adopted by German parents.

Ramona Pop (Greens, incumbent deputy mayor and economics minister of Berlin) was born in 1977 in Romania and holds a German-Romanian dual citizenship.

Katarina Barley (SPD, former German justice minister and incumbent vice president of the European Parliament) and David McAllister (CDU, former minister-president of Lower Saxony and currently also MEP) were both born in Germany, but hold dual German-British citizenships due to their respective fathers.

Similarly, Tarek al-Wazir (Greens, incumbent deputy minister-president and economics minister of Hesse) was born in Germany, but holds a dual German-Yemenite citizenship due to his father.

Angela Merkel grew up in and was a citizen of the German Democratic Republic, as was former president Joachim Gauck (2012-2017). Tongue

The co-princes of Andorra, who together are heads of state, by law have to be both foreign.

One co-prince is the president of France, who is of course French. The other is the Bishop of Urgell, who is Spanish.

Boris Johnson was born in New York and until afew years ago had dual citizenship.

Some PMs in the past have also been foreign born:
- Bonar Law 1922-23 was born in New Brunswick, Canada
- Duke of Wellington 1828-1830; 1834 was born in Dublin, Ireland
- Earl of Shelburne 1782-83 was born in Dublin, Ireland

A lot of Israeli PMs have been born outside of the country.

So have many Canadian and Australian PMs.

Napoleon was born in Corsica, which is in France, but is highly distinct from the rest of the country.

Greece has also had quite a few foreign born leaders due to the size of the diaspora:
- Alexandros Mavrokordatos (1822-23;1833-34;1841) was born in Istanbul, Turkey.
- Georgios Papandreou (the younger one) (2009-11) was born in St. Paul, Minnesota.

Many of Greece's kings post independence kings were born outside of Greece, most notably King Otto (1832-62) who was born in Salzburg, Austria. During his time, he also appointed some fellow Bavarians as PM.

Nikos Zachariadis led the rival Communist Government during the civil war (1949) and was born in Edirne, Turkey. His predecessor, Markos Vafiadis (1947-49) was born in Erzerum, Turkey.

Former Algerian President Bouteflika was born in Morocco.
