This could be an interesting idea. I'd like to it tried on a small scale before we begin construction on a large project.

I propose we try this on a significantly smaller scale. Convert one of our existing prisons to something like this, house less than 1,000 it and see if it is an effective program.

What I propose is a voluntary program in which non-violent inmates live and work on a state owned farm site. The program will provide inmates with education and experience in agriculture and give them contacts for employment in the industry after their sentence is served.
