The article fails to disclose how much money was handed out, so we don't know the percentage rate, which renders the fraud number less meaningful. But yeah, the fraudulent use of social security numbers is its own pandemic. And the government was way behind the ball on that and is trying to catch up. Fraudulent filing of tax returns to claim tax refunds and social security benefits is also a thing - a huge thing.
