Not a Republican, of course. Even before COVID-19 he would have been close to the bottom among American Presidents. Maybe he would be above Buchanan for getting away without doing quite the damage. Buchanan may have fared badly, but who else would have done better in his role in history? The American Civil War may have been inevitable as early as 1857.
With COVID-19 we have the potential for charges of negligent homicide. Should there be any evidence of disproportionate harm to any ethnic or religious minority in America, then we might have charges good for the Hague Tribunal.
