It's time once again for any citizen of the Northeast to propose any piece of legislation they want. For a proposed piece of legislation to make it to the February 2008 ballot, it requires the signatures of three Northeast citizens. There will be two weeks to propose and sign legislation. Once those two weeks are up, a vote will take place the weekend of February 16-18. You may begin proposing legislation now.

This is a novel idea, something that I think would be very effective at encouraging participation in Regional legislation. On the other hand, it does add somewhat to our workload. I'm not 100% certain I support it, but here it is anyway.



Legislative Renewal Act

Section 1: Stated Goals
1.   To keep legislation in the Northeast Region up-to-date with current affairs.
2.   To encourage active participation in the legislative proceedings of the Northeast region.

Section 2: Reaffirmation
1.   All legislation passed in the Northeast, save for legislation designed to last for less than one year, shall expire unless reaffirmed annually.
2.   All legislation passed in the corresponding month of all preceding years shall be considered for reaffirmation by the Northeast.
3.   In order that legislation not be turned over arbitrarily on slight changes in Regional ideology, reaffirmation of any legislation shall require only at least forty percent of all voters voting “Aye” or “Nay” in favor.
4.   Legislation being considered for reaffirmation shall be voted upon together with new legislation for that month. In the voting booth, all legislation being reaffirmed rather than newly passed shall be marked as legislation to be reaffirmed.

Section 3: Implementation
This legislation shall be effective for the legislative month of March, 2008 and shall apply to all legislation previously passed in the Northeast, this legislation itself, and all legislation passed in the future.

Northeast Region Traffic Camera Limitation Act

Whereas, The Northeast Region considers the use of traffic cameras to be an unwelcome intrusion and a violation of Northeasterners' right to privacy, and;

Whereas, The Northeast Region finds that some municipalities use traffic cameras in a manner that decreases public safety, such as intentionally shortening the length of yellow lights, and;

Whereas, The Northeast Region considers the use of traffic cameras to be focused more on increasing revenue through the issuance of fines rather than promoting public safety; therefore:

Be it resolved by the Northeast General Assembly:

SECTION 1. The Northeast hereby bans the use of existing traffic cameras for the purposes of issuing fines for infractions not resulting in an accident.

SECTION 2. The Northeast shall continue to permit the use of traffic cameras for the purposes of accident investigation, and for the purposes of issuing fines for moving violations that result in accidents (such as collisions with pedestrians and other vehicles).

SECTION 3. Effective date. The Northeast Region Traffic Camera Limitation Act shall go into effect on May 1, 2008.
