These responses never really work because of the comparison between the pageantry and ambiance of the SOTU address and some dude giving a speech to a camera.
That said, Rubio was mediocre at best. His speech was very thin on detail or legitimate argument and high on pathos attacking a strawman socialist policies. His tone of voice also seemed weird and the water grab is going to be the only thing people remember. Not good.
