Pretty much every single President after Grant and before Eisenhower is complicit in not protecting the rights of black Americans in the South after Reconstruction, and should have been impeached for not fulfilling their oath to uphold the constitution, i.e. enforcing the 14th Amendment in the South and allowing for the Southern aristocracy to re-assert power after its defeat in the Civil War.

Also, John Tyler should have been arrested as a traitor after being elected to the Confederate Congress.
