Jeb will accept the VP spot, what else is he doing with his life, or the rest of his life for that matter?  Seriously, Jeb is not running for Senate, so he's got his eyes only on the white house, one way or the other. 

Daniels will refuse on account of his wife - who will probably leave him again if he ran for VP!

Rubio has said he would refuse, and he makes a good case for not being ready for VP.

Uh.. two people from the same state is not allowed.

Not true.

The vice-presidential candidate would receive 38 electoral votes less than the presidential candidate though (if we stay with the Texas example).

I don't know about vetted but Rubio looks like the VP this time. He carries more states and voters than the so called "safe picks." There's nothing wrong with safe picks either but this time I think our party can carry CO, NV, and NM along with FL if Rubio is on the ticket and the GOP more than anything wants to win rather than advance an ideology.
