Can someone explain how on earth Rutledge won? Even in a Republican tsunami in Arkansas, how is this possible? 
Because Rutledge is a Republican.
How did she even win her primary though?

Because when you support voter ID but are registered in multiple locations yourself, I imagine you lose credibility.
A bunch of her e-mails also got leaked in which she comes across as an incompetent, sex-crazed, creep who (among other things) apparently enjoys making fun of mentally handicapped victims of domestic violence and people who are injured in car accidents.
